To introduce students to the need for environmental policy and sound practices of governance in the management of the environment through an examination of the Australian system of government and studies of the various pathways and practices by which policy ideas are developed and refined to become adopted policy and take legislative form.
This course examines the various processes and channels by which environmental policies are developed and implemented, principally by Local, State and Federal Governments in Australia. The course examines a variety of national and state environmental policies and legislation and uses case studies to illustrate the processes involved.
Topics covered include: what is environmental policy and why does it matter?; what is ‘governance’?; the institutions of public policy; policy formation models – the ‘policy cycle’; policy analysis tools; environmental policy case studies; national and state natural resource agencies – scope and legislation; implementation of environmental policy – regulation, public administration and enforcement.
