Course aim

This course introduces the student to the environment within which typical Australian Defence projects occur, which deliver complex strategic capability to the ADO. The course begins by outlining and examining the ADO capability development and acquisition process, and integrating this with an appreciation of the associated documentation that records and supports the development and delivery process. The focus then switches to an examination of recognised management approaches and techniques that can be usefully applied to this complex project environment, to support the successful delivery of large systems to the ADO.

Course content

The ADO: Ranks, Posting cycle, Command chains, The different cultures of the forces, Joint and Allied operations. The Fundamental Inputs to Capability. Capability development – organisation, plans (DCP) and documents (OCD, FPS, TCD). NCW. The DMO lifecycle. Project organisation in the DMO. ASDEFCON. Rationale for required documentation. Regulatory context. DSD, DSTO, RPD&E, CTDs. Tender evaluation, Tender management. The contractor: Finance, Commercial, Purchasing, Manufacturing, Standard procedures, IS, Functional Management, Project Management, General Management, ERP, EVM, PLM/DLM, Lifecycle of electronic data, QA, Competitive tendering, Customer alignment, IPTs. Types of commercial arrangements (JV, PSI, etc.). Access controls to support IP and nationality concerns. OBS of an IPT with emphasis on roles of system integrator and systems engineer. Relationship management and its evolution over acquisition cycle. Others: Suppliers, Statutory, ITAR, Spectrum management, Customs, Freight
