Course aim

The rationale for and mechanisms of urban development; The nature and structure of the development industry; The Highest and Best Use approach to assessing feasibility, including; Site analysis; Economic and market analysis; Financial appraisal techniques; Design & costing; Property Marketing.

Course content

The course aims to provide students with an understanding of the factors affecting the feasibility of proposed urban and regional development projects, whether these are residential, commercial, or industrial projects. Much of the emphasis is on the range of factors that affect decisions about whether to proceed or not with particular developments from a developer’s perspective. The Highest and Best Use approach is the underlying methodology for the course.
An important component is the project which allows students to experience the process as experienced by a developer, to work through the various stages of a development project and to present their proposals in a public forum.
By the conclusion of this course, students should have acquired knowledge of the techniques used by developers to determine whether or not a project should proceed. The focus in this course is not necessarily on the policy dimension since other resources examine planning policy in depth. However, students should be aware of how planning policy can influence the economic viability of projects.
